Pecharunt's Binding Mochi

Mochi (Japanese: もち Mochi) is a type of item introduced in Generation IX. They can be obtained from participating in Ogre Oustin'. They can be used to increase a Pokémon's EVs in a specific stat, and are flavored with Berries kneaded into the dough.

Two unobtainable variants of mochi are seen or mentioned in Pokémon Scarlet and Violet.

Kitakami Mochi

The first, known as Kitakami Mochi (Japanese: キタカミもち Kitakami Mochi), is mentioned during the events of The Teal Mask. It is made by the people of Mossui Town and some were used to feed the Loyal Three in Kitakami Hall shortly after their revival. It is heavily implied that they're made with Herba Mystica, as it causes the Loyal Three to become Titanic Pokémon. The effects are temporary however, as the trio reverts back to normal size after their first defeat.

Binding Mochi

The second, known as Binding Mochi (Japanese: くさりもち Chain Mochi), is seen during the events of Mochi Mayhem. It is naturally made by the Mythical Pokémon Pecharunt. It is described as toxic or poisonous, but weirdly, with a sweet taste and aroma. When consumed by humans or Pokémon, the Binding Mochi draws out their desires, greed, and capabilities, chaining them to Pecharunt's will as a result.

Humans under Pecharunt's control have purple eyes and are surrounded by a purple aura. The controlled humans also hold their arms while performing a chicken dance-like movement, repeating the word "mochi" constantly. However, in some cases, like with Hideko, it is shown that the possessed human can still speak somewhat freely, though it may simply be Pecharunt influencing the propagation of the mochi among humans. Humans under its influence are often still prone to innate emotion and desires — Arven is visibly embarrassed while dancing, Penny instinctively combines the word "mochi" with "Veevee", and Nemona still expresses a strong urge to battle, being able to morph "mochi" into "match".

In the games

Mechanics

The first six mochi each provide ten EVs in a particular stat, similar to vitamins. This consumes the mochi.

The seventh mochi, the Fresh-Start Mochi, resets a Pokémon's effort values in all stats to zero.

In the TCG

The Binding Mochi was introduced as a Pokémon Tool card in the Pokémon Trading Card Game during the English Scarlet & Violet Series (the Japanese Scarlet & Violet Era). It was first released in the Japanese Night Wanderer subset and the English Shrouded Fable special expansion, with artwork by 5ban Graphics. It increases the attack damage done by the Poisoned Pokémon it is attached to against the opponent's Active Pokémon by 40.
