Phil (Japanese: フィル Phill) is a member of Laboratory of Ecology and Natural Sciences (L.E.N.S.) in the Lental region in New Pokémon Snap. Inspired by Todd's Pokémon photos, Phil aims to become the world's best Pokémon photographer. His signature look is his spiky hairstyle.

In the games

He admires Todd and looks up to him as a mentor, although this can make him a bit feisty and impatient. He is scared of the waterfall drops in Mightywide River. He treats the player character as his rival.

Phil secretly allowed the player to use the shrinking function of the NEO-ONE without the permission of Professor Mirror, though when he learned about this, Todd helped him out by talking to Professor Mirror.

He is good friends with Rita, though he sometimes argues with her.

In animation

Phil made a cameo appearance in Secrets of the Jungle, taking pictures in Milyfa Town with Rita.
